Do You Need Japanese Packaging to Ship from Overseas to Amazon Japan (FBA)?

If you’re selling into Japan using Amazon FBA, one question comes up early:
Do I need to have Japanese on my product packaging?

The short answer: Not always — but it depends on your product category and your packaging choices.

Here’s what you need to know to stay compliant, avoid import issues, and build customer trust in the Japanese market.

1. Legal Requirements: What Does Japanese Law Say?

METI has English policies (the Japanese original is here) and guidelines about recycle marks (識別表示): the Japanese brochure is here and the FAQ here

The Containers and Packaging Recycling Association (日本容器包装リサイクル協会) also provides information here.

These rules apply when Japanese appears anywhere on the package, and they apply to manufacturers and importers in Japan (with some exceptions for SMBs).

If you are a direct overseas Seller shipping to Japan through FBA, and your packaging is entirely in English, these recycling mark obligations generally do not apply, unless the product category is regulated under a separate law (see below).

2. When You Are Required to Label in Japanese

These obligations formally apply to manufacturers and importers in Japan (with certain SMB exemptions).

Products covered by the Household Products Quality Labeling Act (家庭用品品質表示法) are required to include:

  • Manufacturer or importer name
  • A Japanese address
  • The product’s quality label in Japanese

The regulated categories are listed in the official handbook and in more detail in Japanese under 対象品目.

Because a Japanese importer must appear on the label, these products cannot rely on ACP (Attorney for Customs Procedures) — ACP handles customs documentation but does not act as an importer.

Regulated product categories include:

  • Kitchenware (e.g. pots, pans, knives)
  • Furniture
  • Textiles
  • Cleaning supplies


For such products, an importer is mandatory, and recycle marks become mandatory as well.

 

3. What Amazon Japan Seller Guidelines Say

Amazon Japan’s Seller Guidelines confirm that sellers are responsible for complying with Japanese laws, including:

  • Electrical Appliance and Material Safety Law (PSE),
  • Pharmaceutical Affairs Act,
  • Household Products Quality Labeling Law, and
  • Other applicable laws

However, Amazon’s FBA packaging guidelines only describe logistics requirements (prep, durability, barcodes).


They do not cover legal labeling or recycle mark obligations. Relying only on Amazon’s packaging guidelines alone can therefore lead to non-compliance.

4. Best Practices: Should You Localize Packaging Anyway?

Even when Japanese labeling is not legally required, packaging and manuals written in proper Japanese significantly increase consumer trust and product comprehension.

We strongly recommend localizing the packaging — or at least applying a Japanese sticker.
But note:
➡ If Japanese appears on the packaging, the relevant recycle marks must also be included.
